Who Is Eligible for the Seal of Biliteracy? 

Any student achieving a minimum proficiency of Intermediate Mid on the proficiency scale developed by the American Council for the Teaching of Foreign Languages (ACTFL) is eligible. All students, including native English speakers, English Language learners, and Heritage Learners, are eligible to attain a Seal through alternative assessment or portfolio. The multiple entry points include learning a world language at school; learning English at school; learning a world language, indigenous language, or American Sign Language at a location other than a Vermont public school; or Heritage Learning, which includes students in multilingual households who may lack literacy skills in that language. Students who are homeschooled are eligible for this recognition. The Seal may be awarded at the end of junior year in high school or at graduation. Pathway awards that recognize milestones as students move towards proficiency can be awarded at various points from pre-school onward.
