How to Apply

To attain a Seal of Biliteracy, students should work with their world language teacher or ML teacher. If a student is no longer enrolled in world language or English language learning, they can use the form below.

After necessary assessments have been taken, scores need to be affirmed by an educator/administrator, as appropriate. As this honor is open to all students, please contact the VOCALE if there are questions regarding affirmation for students following non-traditional routes for attaining the Seal.

The VOCALE will mail Seals for qualifying students to the school so that students can be recognized on or before high school graduation, including at the end of junior year. Recognizing that certain exam scores are not returned prior to graduation, the VOCALE and AOE will ensure that students will receive their award.

Schools may choose to do any of the following recognitions:

  • Add the Seal to the high school diploma or transcript;

  • Display on a certificate of medal awarded to the student;

  • Note on the high school transcript, as this is the credential that is viewed by colleges, universities, and future employers;

  • Award of the Seal may be visible at graduation and senior award ceremonies;

  • Notify local media outlets of student accomplishments.

Application for Vermont Seal of Biliteracy

  • Vermont teachers: please use the Google Form in this section to submit the names and information of students who have earned the Vermont Seal of Biliteracy.

  • To ensure there is enough time to send you the VT seal, stickers, and certificates for your students, the deadline to submit all applications is May 29, 2026. If you have a special circumstance, please email Leah Rogstad at info@vtsealofbiliteracy.org for assistance.

  • You can submit the names of multiple students in ONE Google form. In fact, we prefer that you submit all of the names of students from your school in ONE form to make fulfilling your seal/ sticker order more efficient.

  • A teacher who is a current member of VOCALE will also receive medals that students can wear at graduation (as VOCALE membership fees directly fund the Vermont Seal of Biliteracy). If you are not a member and would like to become one, you can find more information here.
